Fix the plan by dragging

Moving someone means clicking them in the unseated rail and then clicking a seat. Once everyone is seated there is no rail, so there is no way to swap two people at all.

I want to drag a guest from one seat to another, and I want to know whether I have made things worse before I let go.

Done when I can drag, see what the move would break, and undo it.
